So I have seen them on nearly ever lamy bass. And some carved.

What is the extra "lip" on the edge that laminated and very few carved basses have?
The edge of the front and back stick out on all basses. But like my kay, there is a shorter wider lip on the sides of those.

What is the term and purpose of those?

External linings. They're not just on ply basses and not all plys have them. Some carved basses do too.

Mr. Schitzer has said that they serve no purpose at all; that they are, in fact, detrimental to the sound of the bass. Since all basses, I believe, have internal linings I can see no benefit to the added linings.
