From 1939-1945 was WWII. So not much was made then. With the absence of outer linings I think it is still German but on the nicer side. The back has lower outer wings added. That might account for a shortage of wide wood planks or money to buy the wood. Not common for a Germanic bass as most all German basses are 2 piece in the back, flat or carved. Maybe just a piece too big to use for a cello and used for a bass but maybe the outer areas were damaged so they cut that away and made wings. Who knows? We weren't there. The fluted f hole wings show also a nicer model as well but doesn't date the bass.
