That handle is a Plastic of some sort, right? Bakelite? That is French from 1910-1920 or after. I think they were first introduced in 1905 from one source I read. So, early 20th century French. These were light weight Gears as opposed to the bigger French Gears from Mirecourt with the dark 'paddle' like handles.
the handles are actually wood , I wasn't sure at first but the grain is visible at certain angles !
