Default Lablel in the back of my Pollman

Hi every one,

I hown a 5 strings pollmann doublebass circa 1939
He have a labell inside, and something Stamped on the back
Any one can recognize this on the back?
Ps-fotos in the atachemenet .

And that stamp carved on the back is from the luthier, or could be from som Rochester or some other institution who had own the instrument?
can you tell me?
